主讲人简介：黄健，西南财经大学财政税务学院副教授、阿姆斯特丹大学经济学博士、马斯特里赫特大学博士后，从事教育经济学、教育财政、政府组织结构与政府治理等相关领域的研究。在《中国社会科学》、《公共行政评论》、《经济学家》、《经济学动态》、《财政研究》、《北京大学教育评论》、《教育学术月刊》、《Oxford Bulletin of Economics and Statistics》、《Political Studies》、《Economics of Education Review》、《Social Indicator Research》、《Empirical Economics》等期刊发表论文十余篇，主持的研究课题包括国家自然科学基金面上项目和教育部人文社会科学青年项目。

内容提要：

This paper aims to explore whether and to which extent differences in investment on public education lead to variations in education inequality, as measured by Gini coefficient (and/or variance) of schooling years, across China’s prefectures. We illustrate that institutional characteristics in China concerning local public finance and political promotion are important determinants of local expenditure on education. We isolate exogenous variations in education resource input generated by official characteristics and policy changes and employ these variations to examine the causal link between resource input and education inequality from a geographic distribution perspective. Our study confirms that the provision and distribution of public educational funds are important determinants of educational inequality and offers supports for the role of resource-based education policies.
